Scenario: I'm in IL, person from IN wants to sell me a shotgun... can they without a FFL? |

Absolutely NOT.
Interstate transfers MUST go through an FFL.
And, if the gun is shipped, that FFL transfer MUST be done by a FFL within the buyer's state.
If the gun is picked up in the 'foreign' state (in your scenario the state of IN is the foreign state) then the FFL in Indiana would have to do the transfer, AND the 2 states would have to allow the transfer, AND you'd have to comply with the various laws.
For example, I live in IN but called a gun shop in Lansing, IL to inquire about purchasing a gun. They told me they could NOT sell me any handgun at all but they could transfer one to my Indiana dealer. They did tell me that they could sell me a shotgun or rifle but I would still have to comply with the IL waiting periods, etc. |

Actually Rifles and Shotguns can be transferred from an ADJOINING state. Unless there's a specific prohibition in IL law (and I don't think so) that's the federal statue. I'm not saying it's not a goofy but that's what it is.
It must be hand delivered NOT shipped. |

Also an individual can personally ship from his state to a FFL or a Manufacturer in another state, but not through the US Postal Service.
The shipping does not have to be FFL to FFL nor Manufacturer to FFL.
It does have to be by private carrier, i.e., FedEx, UPS, etc. |

For clarification without ANY FFL involved. |

To clarify this, if I want to send my pistol or revolver to, say Smith & Wesson for service, I can ship it via UPS or FedEx or a simliar type of carrier?
Can or will they, the service company, ship the firearm back to me or those it have to be shipped to an FFL?
Just curious. |

When I hadto have my Springfield Armory XD 40 worked on, I sent it right through FedEx, and when they had fixed it, they sent it right back to my door. The only catch is that they require a signature when it is shipped back to you, so you have to make sure that someone is home and answers the door or you have to wait another day!! |

For repair service on a handgun an individual can ship direct to the repair center and they can ship direct back to you.
For a sale of a handgun, the handgun must go to a FFL in the destination state. The FFL in the state in which the handgun is being received must then do the transfer of the firearm to the individual. |

It's the same for a long gun unless it's hand delivered and the buyer and seller are in adjoining states. So I (in IL) can sell a rifle/shotgun to someone (in IN) if they drive to me or I drive it to them. I couldn't however drive this to Ohio and sell it. |

Thank you for the info, I knew if I wanted to buy a firearm, like a handgun from someone in another state, I had to go through an FFL to complete the transfer. I have bought a few firearms, mostly through Gunbroker.com and had gone through an FFL to complete the transfer.
I thought I could ship a firearm to a manufacturer but wasn't sure. And I believed that I had to use an FFL to get my gun back after having it serviced. This clears it all up, thank you. |

I know the last few times I have sold a gun or did a trade for one, the FFL in the state the gun was going to required me to include a copy of my DL in the box with the firearm and for good measure I always threw in a copy of my FOID as well.
Also if you ship a long gun it can be shipped via ground service but a handgun has to be shipped next day air. Last week I shipped a handgun which weighed 6 lbs in a box to Florida and it cost me $50 through UPS for Next Day Air, and then later in the week I shipped a rifle to Texas which was 18 lbs. in a box via UPS ground for $12.
I went to Fed EX to ship it Priority overnight and they wanted $100 for a handgun and UPS wanted $45 so make sure you shop around. |

You told them what was in there? Unless I'm exporting (actually do a lot of guns) I never tell. Crazy boy...
Everyone I know ignores the overnight rule. |
