An LEO needs an FOID to purchase their own private guns and ammo. But an LEO may carry a gun approved by departmental rules on and off duty without an FOID. An LEO does not need an FOID to buy guns if they have a letter from their department's management that the gun(s) and ammo are for the department for duty. Chicago PD officers buy their own duty weapon as do many other departments privately from a list of aprroved guns. Feds are issued guns and ammo at work. Some departments issue firearms and ammo to their officers. As to the issued weapon and ammo, the LEO does not need an FOID. As to the CPD gun bought via department letterhead, the officer does not need an FOID. The CPD offier also gets to register the privately bought handgun. When the officer retires, CPR Gun Registration sends a letter advising to turn it in or get it out of the city. Unless the officer goes through the relatively new retired cop CCW procedure. Then the retired cop can carry a privately owned piece of certain types in all 50 states. All the pieces discussed here are handguns for duty. SWAT is another story again as are long guns. Gun shops especially around Chicago are paranoid about selling to anyone without an FOID. The FOID act and criminal code list who can and cannto carry gusn under all kinds of circumstances.
